Bell, Hilter et Ling déguisé.
Voici la lettre que la SCCS a envoyé au Chancellery.

Cher Madame/Monsieur,
Je vous écris de la part de la Société Culturelle Canadienne des Sourds (SCCS), réputé pour notre travail de promotion,
présentation, et avancement d'intérêt culturel de la population canadienne des sourdes y compris de l'alphabétisation, la
fierté, et l'identité sourde. (Voir la brochure inclut)
Nous avons un intérêt dans la nomination de Dr. Daniel Ling à l'Ordre de Canada le 28 septembre, 1999.
Nous sommes consterné et embarrassé que le Canada considerais le travail de Dr. Ling comme méritant à cet honneur. Notre
compréhension est que l'Ordre de Canada est accordé aux canadiens qui ont "fait preuve de la citoyenneté exemplaire"
et "leur contributions ont enrichi les vies de leur contemporaines" . Il y a des années que Dr. Ling a embrassé
l'importance de l'anglais parlé pour les enfants sourds et a rejeté le American Sign Language (ASL) comme un langage pour
les candiens sourds. Il a recommandé la primauté de parole au lieu de l'utilisation d'un langage (ASL). Les livres de Dr.
Ling déclarent, "tu ne devrait pas essayer d'enseigner la lecture aux enfants sourds avant qu'ils parlent spontanément
avec les phrases simples" et que "la parole de l'enfant devrait être assez claire pour qu'il puisse dire tous les
mots dans les premiers livres de lecture" (Ling and Ling, 1978 pp. 256-257). Dr. Ling a mit l'intelligibilité de la parole
sur le même pied avec l'empressement de la lecture. Il n'a pas avoué la valeur d'avoir un langage accessible et le rôle de
l'alphabétisation dans les relations sérieuses et la compréhension du monde. En septembre 1999, Dr. Ling est cité d'avoir
dire que "sa méthode mettrais fin à la communauté sourde" (Globe and Mail, September 24, 1999). Cette exposition
et sa méthode démontrent la fierté dans l'élimination d'une groupe culturelle et linguistique dans la mosaique de notre pays.
Il est déplorable que l'Ordre de Canada sera donné a un tel homme. Les idées qu'il embrasse nie les droits des enfants sourds
d'avoir un langage accessible et une communauté sociale avec les autres enfants qui partage la même culture et langue. Son
désir de "mettre fin à la communauté sourde" est une expression d'un génocide culturel.
En outre, Dr. Ling a appelé notre langage (ASL), "un modèle du 19 ième siècle" (Globe and Mail, September 24,
1999). American Sign Language (ASL) n'est pas un modèle. Il est un langage comme l'anglais et le français. En fait, ASL et
Langue des Signes Québecoise (LSQ) sont reconnu en Canada comme des langages et les langages d'instruction (Bill 4, Ontario).
ASL et LSQ sont des langages dans notre pays. Ce que Dr. Ling embrasse est une violation de Charter of Rights et United Nations
Convention of the Child que Premier Ministre Mulrooney avait signé. Notre langage et notre culture ne devraient pas être en
danger et un homme qui embrasse ces idées ne devrait pas être honorer avec l'Ordre de Canada.
Un homme que recommande le fin d'une groupe culturelle en Canada ne "fait preuve de la citoyenneté exemplaire".
La communauté sourde a horreur de la séléction de Dr. Ling pour l'Ordre de Canada. Qu'est-ce que le Canada promouvrai si vous
continuez avec cette décision san ne remise en cause? Le Canada est reconnu pour la diversité et la Charter of Rights. Ce
que Dr. Ling embrasse est une violation de nos droits-une élimination d'un langage, une culture, et l'esprit des sourds.
Comme une représentation important du gouvernement canadien, nous sommes confiantes que vous réconsiderez votre sélection.
S'il vous plait, ne promouvrez pas l'oppression des sourds de Dr. Ling.

Bell, Hilter and Ling in Disguise.
Bell (1847-1922), Hilter (1889-1945) and Ling (1926-2003) ward for an ideal world. They all search to eliminate the differences.
Hilter, as most of us know, eliminate the Jews, and those of the others. Bell and Ling, as some of us know, eliminate deaf
people and sign languages. They all take part in eugenics created by how they view the differences as a negative thing in
their so-called perfect mind.
The vicious cycle appears to continue today.

Dear Sir/Madame:
I am writing to you on behalf of The Canadian Cultural Society of the Deaf (CCSD), known for our work in promoting, preserving
and advancing the cultural interests of Canada's Deaf population including the literacy, pride and identity of Deaf children
and adults. (Please see the brochure enclosed.)
We wish to bring our concern to you regarding the appointment of Dr. Daniel Ling to the Order of Canada on September 28,
1999.
We are dismayed and embarrassed that Canada would consider Dr. Ling's work worthy of this great honour. Our understanding
is that the Order of Canada is bestowed upon Canadians who have displayed exemplary citizenship and "whose contributions
enrich the lives of their contemporaries". For years, Dr. Ling has espoused the importance of spoken English for Deaf
children and the rejection of American Sign Language (ASL) as a valid language for Deaf Canadians. He has advocated the primacy
of speech over the use of a language (ASL) that we as Deaf people could have full access to and through which we have full
understanding of the world. His books state that "you should not attempt to teach reading to hearing impaired children
before they are speaking spontaneously in simple phrases" and that "the child's speech should be clear enough to
allow him to say intelligibly all the words that appear in his first reading books" (Ling and Ling, 1978 pp. 256-257).
Dr. Ling has equated speech intelligibility with readiness for reading and has not acknowledged the value of having a fully
accessible language and its role in literacy as well as its role in deep meaningful relationships and understandings of the
world. Dr. Ling was quoted as recently as September 1999, stating that, "his method will put an end to the deaf community"
(Globe and Mail, September 24, 1999). This statement and the method he advocates and displays a pride in eliminating a cultural
and linguistic group in our country's mosaic. It is deplorable that the Order of Canada would be given to such a man. What
he espouses denies the rights of Deaf children to have a language that is truly accessible to them and a social community
of Deaf people with whom they can be completely at ease and with whom they share the same cultural heritage and language.
His open desire to "put an end to the 'deaf community'" is a clear expression calling for our cultural genocide.
Furthermore, Dr. has called our language (ASL) "a 19th century model" (Globe and Mail, September 24, 1999).
American Sign Language (ASL) is not a model. It is a language just as English and French are languages. In fact ASL and Langue
des Signes Quebecoise (LSQ) have both been recognized in Canada as languages and languages of instruction (Bill 4, Ontario),
which is quite different from an educational model. ASL and LSQ are recognized languages in our country. What Dr. Ling espouses
violates the Charter of Rights and the United Nations Convention of the Child that Prime Minister Mulrooney signed. Our language
and our culture should not be at risk and a man who advocates such a philosophy certainly should not be honoured with the
Order of Canada.
Surely, such a man who advocates the end of a cultural group in Canada does not "exemplify the highest qualities
of citizenship". The Deaf community is abhorred by the selection of Dr. Ling for the Order of Canada. What would Canada
be promoting if you continue to let this decision stand without reconsidering an appropriate action? Canada is recognized
for diversity and its Charter of Rights. What Dr. Ling is promoting is a violation of our rights and calls for the elimination
of the language, the culture and the spirit of the Deaf child and adult.
As an important body representing our Canadian government, we trust that you will reconsider your selection. Please do
not promote Dr. Ling's oppression of our people by condoning and honouring his abusive actions and statements.
